State Access Expansion / Verification and Tracking Disclosure / Withdrawal Controls

Stricter eligibility + heavier account level enforcement

Restricted state list has grown even more

Carnival Citi now bars access for players in a long list of states, including Arizona, Florida, Georgia, Kentucky, Maryland, Pennsylvania, and others, alongside the usual restricted sweepstakes states.

  • They have also added a new, special rule: players in Hawaii, North Dakota, Ohio, and Vermont may use Sweeps Chips but cannot play with purchased Coins.

Biometric verification is allowed

The account section says Carnival Citi can collect biometric info like face shape, voiceprints, fingerprints, or retina scans to verify who you are.

Meta Pixel tracking is officially no longer a secret

The terms now clearly state that Carnival Citi uses Facebook or Meta Pixel tracking and include a waiver for past and future tracking.

Prize withdrawal rules are more straightforward

The platform now has clear rules for redeeming prizes. You need at least 100,000 Sweeps Chips to withdraw, and there are daily and weekly limits of $10,000 and $25,000, respectively. Payments can be split into smaller amounts of $2,000.

Disputes must go through Florida mediation first

Before going to arbitration, Carnival Citi requires mandatory mediation in Orange County, Florida. They won’t accept AAA or JAMS arbitration filings.
