Louisiana Files Second Anti-Sweepstakes Bill as HB 883 Expands “Gambling by Computer” Definition

Louisiana lawmakers have introduced a second bill targeting online sweepstakes casinos, less than six weeks after filing House Bill 53, which would add offenses such as gambling by electronic sweepstakes device and gambling by computer to the state’s racketeering statute.

The new proposal, House Bill 883, was pre filed ahead of the March 9, 2026 legislative session.

What HB 883 Is Trying to Change

HB 883 would amend the definition of computer-based gambling in the state of Louisiana, which is the statute that governs illegal online gambling activity in the state.

The proposed framework governs Internet-based games and promotions that use a dual-currency system, which is a common feature of sweepstakes casinos. Participating in games based on such a system allows players to convert their credits into cash or rewards of equal value.

Although the bill does not explicitly use the term “sweepstakes casino” and does not mention it even once, it clearly focuses on the operational model. According to HB 883, outlining the dual currency mechanism and redemption feature would subject those platforms to the state’s current gambling-by-computer regulations.

Additionally, the proposal clarifies what is excluded from this definition. Activities involving licensed gaming will continue to be permitted under Louisiana law. Notable examples of such activities include Riverboat Casinos, pari-mutuel wagering, the Louisiana Lottery, fantasy sports contests, and regulated sports betting.

Proposal Extends Liability to Payment and Platform Providers

HB 883 does more than redefine conduct; it expands the scope. These enhanced enforcement capabilities stem from the bill’s updated definitions.

Among its provisions, HB 883 adds the terms “financial transaction provider” and “platform provider” to the statute. Based on these additions, any payment processors, hosting services, or providers of other infrastructure who knowingly facilitate activities classed as computer-based gambling would face liability.

According to the proposal, offering gambling via computer could result in fines of up to $100,000 and prison sentences of up to five years, with or without hard labor. Those who promote or facilitate gambling could face fines of up to $20,000 and similar prison sentences. Penalties may increase if minors are involved.

Authorization would also be given to the Attorney General to issue cease and desist notices, seek injunctions, block websites, freeze accounts, and restrict payment processing in the event of violations.

Second Anti-Sweepstakes Measure Filed in 2026 Session

House Bill 883 follows House Bill 53, which was introduced on January 30, 2026. HB 53 aims to expand Louisiana’s racketeering statute to include gambling via electronic sweepstakes devices and computers.

The two bills address the issue through different sections of state law. HB 53 is based on the racketeering framework. HB 883 provides clarification regarding the definition of computer-based gambling.

One potential course of action would be to augment exposure under the provisions of organized crime. The other defines illegal online gambling and clarifies who may be held liable for supporting it.

Both measures are scheduled for consideration when the legislative session begins on March 9.
