It took some digging to figure out what each one does, since the rules are mostly on a long page located under the footer. Neither the GC nor the SC are mentioned during signup or when making a deposit.

As I’ve pointed out multiple times, verification happens very early on, actually before you go into the lobby. No sooner had I created my account than SweepStakes Mobi required me to provide my personal details, including my full name, date of birth, and address. Only then did it show me the payment screens.
